Foreign Guilds...
Fighter's Guild.
The Fighter's Guild is an old organization that originated in Cyrodil, and was brought to Morrowind with the Imperial's expansion. The Fighters Guild, present across all of Tamriel, provides a common, and more importantly, public place of training and study for those of the warrior persuasion. The guild is a professional organization chartered by the Emperor to regulate the hiring and training of mercenaries. Training, goods, and services are cheaper for members, and the Guild Stewards know where to find work.
The Fighters Guild was founded in the 320th year of the 2nd Era by Versidue-Shaie at the suggestion of Dinieras-Ves "the Iron" to provide for public order without having to resort to standing armies. At first, it was called The Syffim ('soldiers' in Tsaesci). Although it began as an Akaviri-only organization, it eventually opened its doors to all races. The Fighters Guild is, naturally, on good terms with the Imperial Legion and Imperial Cult, friendly with the Mages Guild, have a working business relationship with House Hlaalu, and a healthy respect for the House Redoran warrior-code of honor.
Mage's Guild
The Mages Guild is a professional organization, located throughout Tamriel, that is dedicated to the study and application of magicka and alchemy. Its charter from the Emperor specifes that the guild must provide magic services to the general public. Anyone can purchase potions, potion ingredients, magical items, and a selection of standard spells from the guild. However, training, goods, and services are cheaper for members, and the Guild Stewards may be able to provide members with work. Furthermore, exclusive services such as spellmaking and enchanting, deemed potentially dangerous to the public at large, are only made available to higher-ranked guild members in good standing.
The Mages Guild is led by an Arch-Mage, and guided by the Council of Mages, made up of five archmagisters (including the Arch-Mage). The Arch-Mage and the Council of Mages are headquartered at the guild's Arcane University in the Imperial City. The Council decides important Guild policies, such as its policy on the use of Necromancy and also administers recruitment, sale of spells in each local guild hall, and the enforcement of Guild law. In addition, guild halls exist in most cities in Tamriel, each of which is run by a local Guildmagister. The Guild maintains five branches on Vvardenfell, and offers instantaneous transport between any branch via the Guild Guide system. The central guild hall is in Vivec City, presided over by the officious, if not terribly efficient, Arch-Mage Trebonius Artorius. Look for other guild halls in Balmora, Ald'ruhn, Wolverine Hall and Caldera. The Mages Guild obviously favor the magical related Skills such as Alchemy, Mysticism, Illusion, Alteration, Destruction and Enchant. The favored attributes are Intelligence and Willpower. The Mages Guild has slightly favourable relations with the Imperial Cult, Fighters Guild and the pro-Imperial House Hlaalu, but more unfavourable relations with House Redoran, and even hostile relations with the Tribunal Temple and especially with their mortal enemy, House Telvanni, whose goals for and attitudes toward mages and the magical arts conflict with the Guild's own.
Thieve's Guild
In Cyrodil, the Thieve's Guild are a powerful criminal syndicate. Members do not have guild houses in cities or towns, and they are very secretive for good reason. Members meet in taverns or bars instead, discussing their next place of robbery or receiving training. They also receive secretive contracts, usually given in secret or code, and are hired by shady characters to find certain objects that HAPPEN to belong to someone else. The guild master then pays them for their work. Thieves guild members don't have guild houses, so they don't offer free beds or food, but they can "take care" of any problems with the law you may have, such as a bounty for a much cheaper price then prison or paying the guards. The Thieves Guild DO have a code of honor, which includes no stealing from a fellow guild mate, no killing or murder under ANY circumstance, giving away secret information, and no stealing from the poor. If these actions are repeated, the member will be kicked out like any other guild member that broke the rules. Unfortunately, although they are powerful in Cyrodil, the Thieves Guild are new to Morrowind, and have only recently set up shop. the bloodthirsty and native criminal syndicate, The Commona Tong, have been brutally fighting against the foreign guild... And things don't look good.
The Dark Brotherhood
The Dark Brotherhood is a guild of assassins shrouded in shadow and mystery. The Brotherhood can be found all over Tamriel and, although their business is certainly not legal, they are almost universally tolerated. Whenever an individual with legal authority takes an interest in their dealings, the Brotherhood relies upon a combination of bribery, blackmail, coercion, and murder to keep their activities hidden. They were once connected to the Morag Tong, but since their split in the Second Era the two groups have become bitter rivals. The Brotherhood is also known for their worship of Sithis.
Temple of the Nine
The native religion in Cyrodil, the The Nine Divine worshipers uphold... Akatosh- father dragon and warrior of the righteous, and the Imperial's supreme god. Also known as the keeper of time and creator of the universe.
Arkay- God of life and death, and the keeper of both.
Dibella- mother of the poor and patron goddess of family.
Julianos- keeper of literacy, history, and math.
Kynareth- sacred goddess of nature and the elements.
Mara- Goddess of love and fertility.
Stendarr-God of the forge, protector of the poor and of the law, and is also considered the patron god next to Akatosh for the Imperial Nation.
Tiber Septum- The first emperor of Cyrodil, legend has it he rose to godhood after saving his people and expanding their goals. He is the god of fair law, civilization, and questing heroes.
Zenithar- God of the working class and honest living.
The Nine's temple is a rival of the native tribunal temple, although it hasn't rose to violence. Both religions seek the same goals, and are known to work together on rare occasions. Members are supposed to strive for helping the poor, fighting villainy, Healing both wounds and diseases, and bring hope in dark times.
The Blades
The Blades are the hidden Eyes and Ears of the Emperor in the provinces of Tamriel. Originally tasked with collecting far-flung fragments of Numidium, they are now a prestigious service order for citizens demonstrating the greatest loyalty to the Emperor. To be named in the Blades by the Emperor is a great honor, and publicly acknowledged members serve openly in noble courts and diplomatic posts. Privately, many Blades members act as the Empire's intelligence agency. Such agents conceal themselves with secret identities, operating in disguise as couriers, observers, spies and bodyguards throughout the Empire.
The Remanada traces the history of the Blades to the original Akaviri bodyguard of Reman Cyrodiil. According to this legendary account, the same immortal Akaviri pledged themselves to Cuhlecain in order to General Talos' ascent to the throne.
Census and Excise Office
The Census and Excise is an establishment operated by the Empire in an attempt to manage census counting and for tax/excise purposes. Imperial taxes are based on head counts of citizens; Census and Excise is responsible for both head counts and tax assessment and collection. Census and Excise officers also administer many Imperial licenses, e.g. importation, mercenary company incorporation.
They are typically found in ports across Tamriel, such as Seyda Neen in Vvardenfell.
The Legions
The Imperial Legion is the supreme military power of the Cyrodilic Empire of Tamriel; no other organized army in the world can match it in combat. The Legion works for the Imperial government, with support from the Emperor who is currently in power. In peace time, the Legionnaires serve as Guards, and patrol the roads, although in war, they have also been used as an invasion force.
The Legion is a strictly hierarchic organization. Each fort is usually commanded by a Champion (smaller forts), or any higher-ranking Knight (larger ones). The commander of a fort is usually called 'captain' or 'General'. Only Knights may serve as generals. A Knight of the Imperial Dragon is the highest-ranking Legion officer in any District.
A special Legion platoon comprises the guard of any Duke in the province of Morrowind, the Duke of Vvardenfell, for instance. These soldiers are among the best the Legion has to offer; the most accomplished soldiers of the Duke's guard have the honor of serving as personal Palace guard to the King of Morrowind.
East Empire Company
East Empire Company is an Imperial trading company with offices in Ebonheart and Fort Frostmoth.
The East Empire Company is a monopolistic mercantile enterprise chartered by the Emperor and managed by a board of directors appointed by him. The Company has sole authority to trade in certain goods, such as flin, Raw Ebony, Raw Glass, Dwemer artifacts, and more recently, Stalhrim. It also enjoys favorable tariffs and regulations for import and export of other common and exotic goods from Vvardenfell, like kwama eggs, marshmerrow pulp, saltrice, and the famous perfume, Telvanni Bug Musk. Because of its wealth and the favor of the Emperor, the East Empire Company wields considerable influence in the Duke of Vvardenfell's administration.
